The FDA says it is aware that flavored e-liquids will be favored by young adults, but that young adults should also be protected contrary to the over-selling of the products by adult consumers. In line with the FDA’s warning letters, a number of the e-liquids involved had no flavor; however, these were being offered for sale in candy bars disguised as a healthy snack.

Cool Cloud Vapor had marketed its e-liquid product as a supplement and a sports drink.
